Legal information regarding the possibility of applying by medium-sized enterprises for a grant for working capital granted by the Polish Agency for Enterprise Development

We kindly inform you that from today, i.e. 15 June 2020, you can apply to the Polska Agencja Rozwoju Przedsiębiorczości for grants for working capital (hereinafter referred to as: “PARP”).

Dear Sirs,

The purpose of the subsidy is to help medium-sized enterprises which are in economic difficulty due to the economic disruption caused by the COVID-19 pandemic.

The received grant may be used for the costs of the company’s operation and the costs related to the financing of working capital, such as paying for utilities, space rental, purchase of goods or business insurance.

Applications may be submitted from June 15th, 2020 (from 08:30:00 a.m.) until July 31th, 2020 (until 4:00:00 p.m.).

There are three allocations in the recruitment process:

1. for projects located in the Mazowieckie Voivodeship (within the Program Operacyjny Inteligentny Rozwój);
2. for projects located in Dolnośląskie, KujawskoPomorskie, Lubuskie, Łódzkie, Małopolskie, Opolskie, Pomorskie, Śląskie, Wielkopolskie, Zachodniopomorskie voivodeships (within the Program Operacyjny Inteligentny Rozwój);
3. for projects located in Lubelskie, Podkarpackie, Podlaskie, Świętokrzyskie, Warmińsko-Mazurskie voivodeships (within the Program Operacyjny Polska Wschodnia).

The condition for obtaining support is to record a decrease in turnover of at least 30% in any month after 1 February 2020 compared to the previous month or the corresponding calendar month of the previous year.

The project implementation starts on the first day of the month following the month in which the application for grant is submitted. The project implementation period cannot be shorter than 1 calendar month and longer than 3 calendar months. Therefore, for example, if the grant application is submitted in June 2020, the project implementation period will start on 1 July 2020 and will end – depending on the selected number of months – not earlier than 31 July 2020 and not later than 30 September 2020.

The application is submitted only in electronic form via the Application Generator located on the PARP websites.

The grant is paid in the form of an advance payment, on the basis of a payment application submitted by the Beneficiary and accepted by PARP, and after the security in the form of a promissory note has been lodged. The amount of the subsidy depends on the number of employees and the number of months applied for. It ranges from PLN 6,248.00 (in case of employing one employee and submitting a grant application for one month) to PLN 429,827.49 (in case of employing 249 employees and submitting a grant application for three months).

The project is considered to have been implemented if the Beneficiary has maintained his economic activity for the period indicated in the application for grant, has carried out and documented in the manner specified in the agreement the material and financial scope of the project and has submitted a payment application clearing the advance payment.

Support is non-refundable. Possible reimbursement may relate to the situation when the enterprise ceases its economic activity according to the declared result indicator, i.e. number of months of maintenance of the enterprise.

If you are interested in this form of support, we recommend that you make a decision in this respect as soon as possible, because if the amount allocated for co-financing of projects in the call for proposals will make it impossible to co-finance all submitted projects, the date and time of submission of the application for co-financing recorded by the PARP server will determine the awarding of co-financing
